The project capacitated members of parliament and parliamentary staff. In May 2007 the Executive Board approved a grant of US$ 1.5 million to CAPAN II.
Project Description:The overall goal of CAPAN is to enhance the capacity of the National Assembly of Benin to discharge its constitutional mandate and effectively play its role in parliamentary democracy in order to enlarge its participation in development policy formulation and implementation for poverty alleviation and good governance.
The project has five specific objectives: (i) to consolidate and enhance CAPANhuman and institutional capacity for policy analysis and formulation;
(ii) toconsolidate and strengthen the human capacities of the National Assemblyadministration and the civil society in the area of development policy and lawmaking;
(iii) to develop a more responsive studies and research agenda basedon policy challenges faced by Benin for the short, medium and long-term;
(iv)to institutionalize gender integration in parliamentary activities; and
(v) topromote effective communication of parliamentary activities and strengthenrelation with the media and civil society;
