The Africa Capacity Building Foundation has received financing from the African Development Bank toward the cost of the Capacity Development for Africa’s Structural Transformation Project: Institutional Support to the African Capacity Building Foundation and intends to apply part of the agreed amount for this grant to payments under the contract for Individual Consultancy services for the development of Contingent Liabilities management modules and provision of training.

The services included under this project are;

Brief Description:

Supported by the African Development Bank Group (AfDB), the African Capacity Building Foundation (ACBF) will implement the Capacity Development for Africa’s Structural Transformation (CADAST) project between September 2023 and December 2025 with a budget of UA 5.00 million. It is an Institutional Support Project (ISP) from the AfDB’s African Development Fund (ADF)-15 Regional Public Goods operation.

The project will provide training, technical assistance, and policy dialogue, to enhance macroeconomic policy management in Africa. Through training, the project will contribute to strengthening the capacity of national and regional institutions in Africa for quality evidence-based policy analysis, enhanced macroeconomic surveillance and diagnostics, and better policy design and implementation. The project will also contribute to strengthening the countries’ institutional capacity for implementing the African Continental Free Trade Area (AfCFTA) agreement and boosting regional integration. In addition, the project will strengthen the countries’ capacity to formulate and implement policies aligned with the Paris Agreement on climate change. The key expected outcomes of the project are improved implementation of the AfCFTA agreement and regional trade integration; strengthened economic and financial governance; effective public finance and debt management; and increased policy alignment with the Paris Agreement on climate change to foster transition to green growth.

To achieve the outcome “effective public finance and debt management, “the program for 2024 work plan forecast training on contingent liabilities management for 5 REC members. 

The main objective of the consultancy is to reinforce public finance officials' capacities, especially fiscal risks and debt managers' capacities on contingent liabilities management.

The specific objectives are to:

  • Increase awareness about contingent liabilities (CL) types and risks to public financial management;
  • Expose trainee to good practice in contingent liabilities management;
  • Improve debt and fiscal risk managers' capacity to use frameworks and tools to identify, measure, and manage contingent liabilities risks.

The duration of this assignment is 10 Calendar days running from July 2024 to October 2024.

The Africa Capacity Building Foundation now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s as specified in the Bank’s Procurement Framework, dated October 2015 and is open to all eligible bidders as defined in the Procurement Framework, which is available on the Bank’s website at http://www.afdb.org.
